In 2016, Panda Police, the cartoon celebrity of Hangzhou police, made a special contribution to G20 security in Hangzhou, the city of animation. Its designer, Xiaoyu who graduated from the China Academy of Art, was initially invited by the Hangzhou Public Security Bureau to design a cartoon character to promote the cartoon image of Hangzhou police and also draw closer to the masses during the G20 summit. 

She finally chose panda as the cartoon character of Hangzhou police, because giant panda is China's national treasure, representative of China, and famous in the world. Best known as sweet and honest, the giant panda is loved by everybody, which can draw closer to people. Thanks to the popularity of the series of Kung Fu Panda movies, giant pandas have long been deeply rooted in the hearts of people with their wisdom, kindness and bravery. In the films, the panda persistently defends the stability and peace of the village, well in line with the image of Hangzhou police. 

After the determination of the publicity image carrier, Xiaoyu carefully studied the characteristics of various types of police, and designed five cartoon characters of panda for the community police, the traffic police, the SWAT, firefighters and the senior police officer in a white shirt. After some careful planning, the cartoon panda image of Hangzhou police was unveiled. 

During the G20 period, some areas including most parts of West Lake Scenic Spot, were closed, for Summit security needs. Several panda police puppets were also involved in the guidance work. While "Panda Police" was at work, more than 1,000 Chinese and foreign tourists, local residents took group photos with the pandas to mark the occasion every day. They praised Hangzhou police for their down to earth initiatives.

With the help of the cartoon image carrier, the image of the police becomes vivid and identifiable. More importantly, through such a flexible publicity, it becomes vivid and identifiable for the city. "Panda police have a lot of growth potentials. I want it to grow up with this city." Xiaoyu placed great hopes on the panda police.

In the future, panda police will have a lot to do, and its growth is inseparable from the growth of the city. For example, the panda police image will be used more widely when the police popularize the telecom anti-fraud, safety against fire, and traffic knowledge.
